Yes. An estimate is not a bid or a contract and may be canceled anytime before the move begins.  Either the customer or the moving company may cancel the estimate before services begin and before the bill of lading (contract) is signed. For example, if on the day of the move the moving company increases the estimated price to an amount the customer does not agree with; the customer may cancel the services. Once services begin and the bill of lading is signed neither the moving company nor the customer can cancel the move.
